MyCareNet is part of the eHealth digital ecosystem established by the Belgian authorities to digitalise healthcare services. This platform enables the secure and reliable electronic exchange of information between healthcare providers and health insurance organisations (mutualités). Among other functions, it facilitates the replacement of paper-based care certificates with digital versions, thereby expediting access to the information required by the JSIS for the processing of reimbursement claims for affiliated members and their primary insured dependants.
Through this integration into MyCareNet, the JSIS is considered as though it were the eighth health insurance fund operating within the Belgian territory.
Via MyPMO or JSIS Online, you must:
- Enter your Belgian Social Security Identification Number (NISS/BIS/National Register), no dots or dashes, (the system automatically pre-fills the first 6 digits you must enter the following digits)
- Confirm your explicit consent. (If consent is given online, it is not necessary to send it in paper or via email)
To register a spouse, partner, or children aged 18 and over (insured under the primary scheme), you must:
- Select the beneficiary
- Enter their NISS/BIS/National Register, (the system automatically pre-fills the first 6 digits you must enter the following digits)
- Have them complete, then upload the consent form via the app. (If, for technical reasons, you are unable to upload the form for your spouse, partner, or children aged 18 and over (insured under the primary scheme), you can send it by email to: PMO-RCAM-MYCARENET
ec [dot] europa [dot] eu (PMO-RCAM-MYCARENET[at]ec[dot]europa[dot]eu))
To register your underage children insured on a primary basis by JSIS, you must:
- Select the beneficiary
- Enter their NISS/BIS/National Register, (the system automatically pre-fills the first 6 digits you must enter the following digits)
- Your consent applies automatically to children under 18.
Note: when your child turns 18, you will receive an email prompting you to upload a completed consent form and to upload it in MyPMO or JSIS online. This is required for continued access to MyCareNet.
To withdraw from MyCareNet, send an email to the data controller to PMO-RCAM-MYCARENET
ec [dot] europa [dot] euo (PMO-RCAM-MYCARENET[at]ec[dot]europa[dot]eu) or by post : European Commission, RCAM/JSIS Brussels, 1049 Brussels. Following the withdrawal request, the NISS/BIS will be deleted from the PMO’s JSIS system.
If a practitioner does not use MyCareNet, there is no need to opt out of the system because the member can still use it with other practitioners.
Attention: withdrawing your consent will also revoke access for your minor children. In such cases, the NISS/BIS/National Register will be removed from the system.
When you have registered in the project and when you visit a doctor, you pay for the consultation or treatment. The digital treatment certificate (eAttest) is sent directly to JSIS via the MyCareNet platform for processing and reimbursement. You no longer need to submit your claim for these medical services via MyPMO or JSIS Online.
At the start of the consultation, simply inform your doctor that they can now issue an electronic certificate (eAttest – not eFac). If they use the latest version of a MyCareNet-approved software, the certificate will be sent automatically. Compatible softwares include: Care Connect, Corilus, HealthOne, Cegedim Group, Medispring, Mederis, Mediportal, Daktari, CGM CompuGroup Medical, Octopus, AMS-Solutions.
If the doctor does not use MyCareNet or one of the listed software packages, you must submit your reimbursement claim as usual.
If a practitioner does not use MyCareNet, there is no need to opt out of the system because the member can still use it with other practitioners.
After payment, we strongly recommend asking your doctor to give you a copy of the eAttest listing the amount paid for each service and any supplements. The eAttest is for information only (your proof of payment) and should not be submitted for reimbursement.
The eAttest is automatically sent to JSIS, where a reimbursement request is generated and processed.
Affiliates can track the processing of the request via MyPMO (Reimbursement Requests >> AUTOMATIC) or JSIS Online (My Requests >> Reimbursements).
Affiliates and their family members (insured on a primary basis) who are registered with MyCareNet can benefit from the advantages of electronic transmission of treatment certificates to JSIS.
When visiting a general practitioner, a specialist (e.g. ophthalmologist, dermatologist), or a dentist (for the time being, only dentists using Dentasoft software), this system allows for faster reimbursement processing, reduces the risk of document loss and helps avoid exceeding the 18-month reimbursement submission deadline.
For dental treatments, the rules remain unchanged and prior authorisation based on a dental cost estimate is still required before a number of treatments.
In addition, using MyCareNet significantly reduces administrative workload, as you no longer need to submit reimbursement claims manually.
The MyCareNet solution is available for JSIS affiliates, namely: members and former members of staff of the institutions, bodies and agencies of the European Union covered by the EU Staff Regulations and the Conditions of Employment of Other Servants, as well as high-level public office holders of the European Union. It also applies to their dependent family members who are insured on a primary basis by JSIS.
You do not need a Belgian identity card with a chip. You only need a NISS/BIS/National Register, a number automatically granted to anyone officially residing in Belgium.
Affiliates may register their family members who are insured on a primary basis (see section: How can I benefit from MyCareNet? And what about my children?)
If a family member is not insured on a primary basis (ie top-up cover), the system will not give the possibility to enter the NISS. Their NISS is already registered in MyCareNet via their membership to a Belgian mutuelle.
Family members who are already covered by another social security scheme (e.g. INAMI or a mutualité), including those covered by JSIS on a complementary basis, are excluded. The reimbursement procedure for complementary coverage remains the same: claims must be submitted via MyPMO or JSIS Online.
It is not technically possible to register children under both parents. A specific communication will be sent to the parents concerned. In the meantime, reimbursement claims should continue to be submitted via MyPMO or JSIS Online.
In this case, the national scheme (INAMI) takes precedence, and reimbursement claims should be submitted manually via MyPMO or JSIS online.
NISS (National Social Security Identification Number) corresponds to the national registry number for Belgian residents or BIS number for non-residents. It is used for all social security data exchanges to ensure accurate personal information.
The NISS/BIS is an 11-digit number that is found on official documents such as ID and tax declarations. The first six digits represent the date of birth (YYMMDD), followed a sequence number and a check number.
The NISS/BIS/National Register must be entered without spaces, dots, or dashes (e.g., use 12345678912 instead of 123-456-789-12).
JSIS affiliate are current or former staff members of the institutions, bodies and agencies of the European Union who are covered by the JSIS in accordance with the Staff Regulations of Officials of the European Union and the Conditions of Employment of Other Servants, as well as holders of high-level public office within the European Union. These individuals are insured by the JSIS as primary beneficiaries.
No, it is the affiliate who registers for MyCareNet via MyPMO or JSIS online.
If your doctor uses the CareConnect software by Corilus, they must currently tick the box “JSIS patient”. If another software is used, no additional steps are required.
No, costs related to screening are currently excluded from MyCarenet. The procedure for submitting claims remains unchanged.
Yes, costs related to consultations within the annual medical check-up are currently included in MyCarenet. If your doctor uses a hospital billing system for care certificates, simply follow the habitual procedure (SerMed) and submit your claims via MyPMO or JSIS Online
If your doctor does not use MyCareNet or uses a hospital billing system for care certificates, simply follow the habitual procedure and submit your claims via MyPMO or JSIS Online.
Note: Since 1 September 2025, doctors are required to use the eAttest service to submit medical certificates electronically to the patient’s health insurance organisation (INAMI).
If a practitioner does not use MyCareNet, there is no need to opt out of the system because the member can still use it with other practitioners.
In these cases, inform your doctor so they can indicate the reason(s) and relevant code(s) in the eAttest.
When you visit your doctor for follow-up care of a serious illness, you should ask him/her to tick the box marked “0050 outpatient chemotherapy treatment”, even though the serious illness does not involve chemotherapy treatment.
This context will be translated in JSIS as a serious illness context.
To date, there is no other option available in the MyCareNet system, as it is modelled on the system used by Belgian insurance organisations.
Your doctor may not be aware of this measure. Please ask him/her to tick this box during your consultation.
You will then receive a notification via MyPMO or JSIS online asking you to confirm that this request does indeed relate to your serious illness.
If for technical reasons your doctor cannot tick code 0050, or if he forgets to do it, you will be able to request a correction to the statement afterwards within 3 months.
Yes, after your doctor issues the eAttest, you will receive a JSIS notification. You can track your reimbursement request via MyPMO or JSIS Online.
No, as a JSIS affiliate, you are still required to pay the full amount upfront for consultations or medical care.
